In Summer 4, yes Ritsuka and Siegfried do defeat Sigurd and Brynhild but Brynhild explicitly had to hold back so she wouldn't kill Siegfried and Ritsuka being near a Servant(Let alone being the one they buff and such) gives them a power boost.
Shuten, on paper, would be a better support than Ritsuka for Raikou due to that same ideal but in execution, Raikou and Shuten go together like water and oil and their movesets don't even compliment each other like Sigurd and Brynhild's does.
Not to mention we already know since Foxtail Raikou would NEVER go into Ushi-Gozen if she could help it, it's like saying Shuten would go full Ibuki in any fashion so why is that there?
