There is no difference with Noble Phantasms because Noble Phantasms alone don't work as Nasu even stated when you attack without a True Name Release with a Noble Phantasm, there is no added bulk there, it's just the users Attack Stat(This is why it was important when Artoria started going genuinely in and was able to kill Heracles) alongside if they have any Skills to amp it further.

Uryu was sandbagging as he never used The Anti-Thesis outside of Senjumaru as Haschwalth was looking into every time he fought. Still impressive as shit as Uryu was still trying to defeat him but it's also impressive for Uryu as he had to take all of that head on.

Medea has some of the more in-your-face low ends of the OG cast, like getting the shit punched out of her by Rin and dying pretty pathetically in all three timelines.
That said FGO gave her a huge boost through shit like Medea Lily, her weaker, younger self, using a Demon Pillar as an ingredient. Also she gets hyped as one of the top five mages to have ever lived.

But I would put Renji above Kenpachi Shikai, most captains.
Watching the fights, Uryu against Ichigo Normal Shikai took out his Volls+Sklaverei at once and was still inferior, he won because Ichigo didn't want to hurt him, you can see when there was the clash of attacks that Ichigo won but the attack wasn't aimed at him.
Against Renji, in normal Volls Uryu was superior but he didn't expect for Renji's special attack which implies that it is superior to his other attacks by only being able to use it for 20 seconds and that was when Uryu was forced to use the Sklaverei.
Silver Surfer isn’t even Universal. Jiren is far above that. He shook an infinite realm just by powering up. Surfer is more like Galaxy lvl tbh. Only his speed is Universal+.
