actually upon closer inspection, the Viz translation does more clearly tie Pucci's speed to Jotaro's analogy. So he actually wasn't wrong or lying, it just wasn't an accurate upper ceiling for Made in Heaven. Jotaro also uses a speed well below average adult running speed, so it still seems like he's just giving an example rather than saying "Pucci can only run 6pmh", so I did have that misunderstood but I think I wasn't wrong to not interpret it as a ceiling for the Stand users at least

Due to the avg adult speed thing I do still take it as an analogy Jotaro was using not a concrete "ok he's X fast now!" and like you said, plenty of other feats in the same arc and prior would put Pucci and MiH at a faster relevant speed for fighting.Does it really matter anyway since that's Pucci's starting speed at the most when it comes to Made In Heaven? And even then, I doubt that's true as we explicitly see Pucci casually dodge the shit out of the revolver Emporio had despite being virtually pointblank and that is at the same level of speed, if not moreso than a Bullet Train.

Same could be cast at talking is free action, but that's wholly ubiquitous and looks stable across even many incongruous franchises to the point its notable when a story actively acknowledges and subverts it.
