Bastila was tiered relative to Obi Wan and Dooku as a frame of reference. I’d give both the nod over her, but that should give a general idea of what to work back from

Maul has accolades of his own:

One of the most skilled and deadly warriors in Sith history, Darth Sidious' apprentice took part in the first encounter between Jedi Knight and Sith warrior for more than 1,000 years in the battle for Naboo.

The man who had taken the young Maul from a backwater planet and raised him to be his successor. He owed Darth Sidious everything.
For all Darth Sidious’s talk of his role as his apprentice and eventual successor,
Maul still felt precious little connection to the Sith grand plan for the galaxy and his place within it.

Just a taste of a few things but when Sidious and the Jedi had both assumed Maul had died on Naboo, he was already considered a 'great' loss and the same Sidious in the Episode 1 Maul journal said Maul had "formidable" powers, in contrast the other measuring sticks here are Darth Plagueis, Sidious himself, and the other Sith Lords like Venamis and Tenebrous.

Comparatively Obi-Wan who had fought numerous powerful Sith acolytes and Dark Jedi who either turned away from the Republic or outright joined as Dooku's quasi Sith apprentices like Ventress, said and considered Maul to have "great" power in the dark side. So remember I'm quantifying this with Dooku and Sora Bulq in particular; the former whose considered one of the most powerful Jedi in history (according to the lore) and latter, who helped Windu create and fully develop Vaapad and was considered easily the strongest of the Sith acolytes training under Dooku.

We can also ascertain that Maul who was easily able to keep Savage, a Sith Lord in training and his apprentice, in line despite his overwhelming Sith and dark side sorcery infused amplified strength and power, in check. The same Savage who had managed to pressure both Anakin and Obi-Wan and later Dooku and Ventress multiple times due to his raw strength in the Force and physical power.

I think at the very least peak Maul in TCW should be able to take Jedi Ulic and Exarget as far as Jedi Revan pre-falling to the Dark Side.

I think the hardest fights would be Nomi, Jedi Revan, Jaric, Hero of Tython, Emperor's Wrath, Satele, and Reborn Revan/Revan Reborn.

- Jaric was the Jedi Master who didn't need help or resistance to overcome the combined telepathic power of all six of the Dread Masters and captured them
- Even the Emperor's Wrath II/Sith Warrior, Darth Nox/Sith Inquisitor, Hero of Tython/Jedi Knight, and Barsen'thor/Jedi Consular, needed aid from several powerful Jedi Masters and Sith Lords on Oricon with hundreds of other ones supporting them to resist the mind-control of the WEAKENED Dread Masters (1 was already dead by the climax of the Dread War)
- A weakened Kallig (SI's ancestor who was the rival of Tulak Horde), had just on awakening driven thousands of Sith apprentices, acolytes, and scores more of trained Imperial soldiers and technicians insane at the Sith Temple on Dromund Kaas
