Yeah, iirc Vampire Straizo’s ripper getting reflected back at him by Joseph pierced through his brain like it was nothing. Pretty clear example of that attack being waaaay above even the user’s strength/durability, let alone Jonathan’s.
You’re kidding right? Its a normal attack, basic powerscaling dictates that he scales to it bu being his equal unless specefied or implied otherwise. Conversely we wouldn’t powerscale any character from any other if that was the case at all.

there's nothing that suggest Jonathan scales when

yeah nothing suggest it some basic ass shit that leads to Jon Boy scaling to it when it outright merked him
once again nothing shows Jonthan scaling to the Attack when it shown multiple times that its not something he can take head on without serious damage
You don't need to be db to run on basic powerscaling all series are subject to it. Dio is his equal so he scales to him DC wise. Dio's sausage fingers also stabbed into him and tore his neck vein out. Jonathan's Fists=Dio's Fists>Dio's fingers.....By that same logic you can't scale Dio to Jolyne's meteors because "it's not db" which just invalidates his earlier argument anyway, or Jotaro's punches because they smashed his skull even though all forms of fiction with the exception of some cartoons run on some form of elementary power-scaling. Hell if you wanna take it another step further Jonathan took the eye blast a lot better than those clouds did, they were blown away by the sheer residual shockwave's kinetic energy while the rest of his body was fine. Just the range of the AoE alone leads to scaling because he wasn't blown to pieces.
