Does Operation Cinder (Disney star wars) makes sense?

One the main reason that Imperial Remnants in Disney isn't as prominent as in Canon is because Operation Cinder which basically Emperor' fanatics burns all of the Imperial assets post Endor and then retreating to Unknown regions.

While it does basically gives birth to First Order, do you guys think that it's better for Disney to keep Imperial Remnant like in Legends or does Disney does the right thing by remaking the whole new Empire faction via said Operation Cinder?
 
Why would Operation Cinder EVER be a good idea... ever?

"Hey guys, it's The Emperor, I fucking died and that sucks but hey, why don't you all kill each other and destroy everything you helped build? Okay thanks bye!"

Like why would they actually listen to him?

Cinder was perpetrated by fanatics. They believed that the Empire had lost because too many weak elements had brought it down, and they were fiercely loyal to Sidious. So when Sidious basically told them "yo I'm going to be not-dead again pretty soon, kill all the weak guys and join me on cool lightning planet" they were down with it.
