Wondering how their powers interact: Like how Misaka’s control of her own bio-electricity allows her to counter Shokuhou’s Mental Out

Junko likewise controls her own bio-electricity

And she has resisted mental attacks like Iruka sending a blinding flash of light directly into her brain to overload her senses

I personally think Mental Out can just brute force through Junko's control over her bio-electricity. Besides, Shokuhou regularly takes control of Junko anyway.

That being said, we're talking about Ayu who is weaker than Misaki so I guess it's a toss-up.

She would. Not even Misaka can withstand Mental Out if Shokuhou really pushed herself

But Ayu’s Mental Stinger is just a Level 3 version of Shokuhou’s ability

And the difference in power between Level 3 and 4 is pretty negligible

Both regarded as putting you among the elites and qualified for enrolling in Tokiwadai, Naru is a Level 3 but easily rivals most Level 4s with her power, etc

Yeah, but there's no evidence that it can brute force it's way through Junko's control of bio-electricity either.

If it is at close range and Junko is moral off, she Blitz her.

Otherwise Ayu brainwashes her.

This is incorrect. We have been told and shown many times so far that Mikoto is fully immune to mental out no matter how powerful mental out becomes or how hard Misaki tries. We know for a fact that Mikoto is even immune to exterior which boosts mental out hundreds of times. Misaki has also tried to use her full power on Mikoto twice so far but she failed both times without any difference. And on top of all of that we have been told by narration multiple times so far that no matter what mental out can never work on Mikoto or reach her brain (unless Mikoto specifically opens an access port for mental out in her mind, like she did prior to NT22R). The latest Mental Out novel also told us that if Mikoto ever decided to do anything to Misaki Misaki would be completely powerless to do anything about it. GT2 told us that unless Mikoto makes that access point for mental out it will never reach her brain and in the same novel Misaki “pours all her strength into mental out” and attempts to use it on Mikoto who was unconscious at the time but she still got blocked the same. The recent Misaki vs Mikoto web novel directly told us that exterior doesn’t work on Mikoto (which is something we knew already from the Railgun manga) and even when Misaki became so powerful that her mere existence caused everyone in Academy City to immediately become brainwashed (without her even doing anything) Mikoto still remained immune. There are more statements and feats which tell us that Mikoto is fully immune to mental out so no, Misaki and mental out can’t take control of Mikoto no regardless of effort.

I assume Junko’s ability works differently to Mikoto’s ability, she might not have the same defenses that Mikoto has and their abilities are not the same even in other regards. Either that or Junko’s mental defenses are just weaker than Mikoto’s. Could also be that Junko naturally allows Misaki to take control of her. It’s kinda impossible to tell.
