Depends, maybe White Comet Kiana, but even White Comet Kiana was capable to fight Wendy with the help of Mei during Chapter III and Wendy is equal or stronger as a True Herrscher of wind than the pseudo Herrscher of Wind Avrora of 2nd Eruption manga.


Also later in chapter 4 Kiana, Mei and Theresa defeats Wotan, a mecha of Anti Entropy empowered by the Desire Gem.


And Avrora cause storm of this sizes.
