They make it to the High Tier-Top Tier Servants before they ultimately get defeated.
There are plenty of Servants who have hax but it ultimately won't make a huge difference on it's own even comparable to speed.
Mid-Tier Servants would be primarily stuck on Country-Continental and won't have enough firepower in the Tank to equally match up(though they could be a match due to actually having better hax to equal out with).
It's when you get to shit like Numerals Gawain, Karna, Arjuna, Ozymandias, Artoria, Gilgamesh and the like is where will get their asses whooped due to matching them in DC or far surpassing them.
This is definitely a nice change of pace though so kudos to the matchup.

Pray and Anne could do it as trainees
Though it should be noted Pray and Anne even as trainees were considered stronger than most actual knights with Pray being regarded as the strongest ever and Anne the second. Pray openly admits in terms of strength/stats Dry is one step ahead of her
Fear, a monster spawned by Pray who was considered just as strong as her uses Balisarda, a weapon that creates a shield by distorting the space around it and is also capable of sealing off areas and paranormal powers forcing the fight to be decided through skill. Dry cuts right through it toward the end of the fight.
Pray Style developed the use of wave techniques designed to make paranormal weapons/powers useless which is why they had to be the ones to fight the original owners of Balisarda
and Anne confirming it once again in her fight with Pray
and Dry incorporated Pray Style wave techniques into his own

Essentially though, it's an ability with multiple phases but when he activates it his enlightenment reaches its peak and he's able to understand all the possible outcomes/futures of a given situation and then force the one he wants on to reality. But he has to known a variable exists in order to account for it. Just mastering it is a feat in its own right as fucking it up even during practice will erase you from existence.
