Well, that was the idea. I wanted to have a few in there I was pretty sure could beat him to get an idea of his scaling

Apparently, Katarn had to cut off Jerek's power source from the Valley of the Jedi (after Jerek siphoned off the source) in order to defeat him, so Katarn can't directly scale to an amped version of Jerek.

Would he somewhat scale to the Solo twins by any chance (Katarn being a Jedi battlemaster so he's up there in terms of rank) or no?

Kyle defeated Jerec; Jerec is considered roughly only inferior but comparable to Vader post-ANH, so you can lowball him at minimum being around Anakin and Obi-Wan or Dooku's peer at the lowest.
