I think generally speaking it's also dependent on the host and how people perceive their games, partially at least. You could call it reputation. Flavour naturally also plays its part.

my 18 players game filled, but people nowadays have more options for sign ups, told ya it might get more traffic after my game, around start of June
but by the looks of it you have a bit more traffic on NF and it may be likelier it could get hosted there
