All living creatures eventually die, an apple dropped from above would fall down, and 1+1=2. You would be able to take those kinds of natural and unchangeable rules of the world, destroy them, rewrite them, and create new ones. You could make 1+1=3, make an apple dropped from below fall up, and make all dead creatures eventually be revived. Magicians called such being Magic Gods.

You got even mages as bottom of the barrel as Terra able to manipulate something as abstract as “hierarchy and precedence” of any two things, nevermind even the most basic bitch Magic in this series messes with the laws of cause and effect

Still stand by Will of the Misaka Network being fair game to Othinus if she was aware or bothered to notice

Besides Will running everything she thought made her safe from Othinus being a maybe by her own admission of not knowing how Magic works, St. Germain, who like Will, is a disembodied network of a hivemind made it very clear what it takes to be able to resist Magic Gods reality warping

^ And based on the wording “I will always occur” he’s still destroyed nonetheless by Othinus but always manages to bounce back due to his acausal existence

Will is notably NOT acausal as she indeed was affected by the Misaka clones whose deaths were undone since she was originally a being born from the thoughts and minds of even the Sister clones that died

The Will of the Misaka Network had watched that boy’s back as he left.

She was a thought entity created in part from what was learned in the deaths of over half the 20,000 clones.

By saving all of the clones, Othinus had greatly twisted the Will’s form.

As things were, her very existence would not be erased, but she would change into “something else” as if the data were being overwritten.

And so she had only needed to say one thing.
