That is the look of a man too stupid to work out Rikku was an Al Bhed until she straight up told him, despite them having a universal and instantly recognizable trait (green eyes with swirls in them) that random NPCs are well aware of.

Nah Wakka was too busy working his way into Lulu's belts (and somehow the lucky fuck actually manages it) to care about an underage girl's (Rikku's 15) other "eyes".Well I think it's obvious he was looking at a different set of "eyes" in that case.
Wakka really was just stupid, I mean he hears her speak Al Bhed in front of him and his immediate response is to ask "How come you speak Al Bhed?"
Me: Well gee I wonder.
Personally I include the 13 games with the good FF games as well, but I do see why others don't.
