I mean wasn't Cell effectively ad libbed into the story as well so I can believe it.

Cell, 17 and 18 were all ad-libbed. Gero and 19 were suppose to be the main villains, and Trunks outright name drops them as the two androids who destroyed his future

Buu was also ad-libbed. Toriyama said he hadn’t thought of him yet until after he got bored with the high school stuff

He also said he didn’t enjoy writing the Cell saga too much, but loved writing the Buu saga

Mostly because of Gotenks and his gags. That lines up with him saying Gotenks vs Buu was his favorite fight in Z in an older interview

Well that is one spot his editor should have been harder on because those gag bits with Gotenks went on for way too long and were just annoying to go through with. Some of the slowest and most annoying parts of the Buu saga.

-Make the Broly movie

-Make Super Hero about Piccolo so he can be relevant again, otherwise this was originally meant to be another Goku and Vegeta movie

-He later told him to add Gohan into the movie and suggested to give him a new form

-Bring back Super Saiyan 4 for Daima and use GT elements for the show

Ikoyu was doing the ultimate fanservice by telling him to make all of these and Toriyama didn’t care as long as he got a check

Well thank god for Ikoyu since he gave a spotlight to characters not named Goku and Vegeta and even brought in fan favorites and forms people wanted into canon.

The manga. Anime is not bad. But is censored and many references are lost because copyright. Funny considering TV Asahi made Gintama anime and kept all references to other animes. Including this one:
