He basically has a full on Yonko crew at this point. His core crew took down all of Kaido's main fighters outside of Jack and Page One, and I'm sure they could have because Jinbe, Brook, Franky, and Nami are all still in good fighting condition following their fights (Brook has barely even lifted a finger outside of fodder-cleanup duty).
Main thing he's missing is having the giant army of mooks, but even that's answered for once you throw the Grand Fleet into the mix.

Ultimately we are at the point Luffy can fight on-par with a Yonko, Zoro and Sanji can defeat a Yonko’s two strongest commanders
Jinbe, Franky, and Robin also beat the flying six
Ussop, Brook, and Nami are the only ones who need to get a proper Yonko fight though.

Jinbe didn’t just beat Who’s Who, but he also beat Who’s Who’s crew too
Franky beat Sasaki with his Franky shogun, although he also used a radical beam
Jinbe beat the breaks off Who's Who, he didn't seem like he went anywhere close to all out in that fight. One of many reasons I wish we had gotten Jack vs Jinbe instead of Who's Who
He only really went bloodlusted when Who’s Who said the N-Word
