Then it should be considered just resistance (if not immunity) to time manipulation/time stop.

Speed is the resulting value of distance travelled divided by the time it took to travel said distance, so if time is a value is 0 is a variable that doesn't apply then you can't calculate speed from it, at all.

So it's not even inaccessible speed, but it's something else entirely.
