i have always wanted to ask someone who knew White Wolf, is World of Darkness really as strong as i hear it is

Depends on what you hear. The absolute top tiers are universal and that's about it. That's exclusive to like the big boy angels and Big G. Vampires aren't anywhere near that powerful. Even Caine is only really planetary in scale.
