Some ground rules:

1. No Final Sanction, Moment, or Armageddon Sapphire
2. Xeelee can't use the Ring to flee
3. The Time Lords can use the Eye of Harmony and the Xeelee can use the Anti-Xeelee

Beyond that, whose tech would allow them to come up on top?

Xeelee probably don't they have uncountable infinities. That should put them above the time lords.

IDK how it would translate onto OBD, but going by how the uncountables work in XS they are only one level above multiversal+ for the Anti-Xeelee. However The Xeelee's time manipulation would be smaller scale than the Time Lords because the Xeelee's entirety of configuration space is bound to one time dimension bubble while Time Lords can influence and manipulate multiple timelines and the Time Vortex which is a second time dimension.
