Can really see where Mugino’s inferiority complex you could feel from her odd obsession with wanting to take down Misaka during the Sisters Arc started

The Number 6 just tore her down about her powers

Meltdowner veered off course shortly before reaching the strange shadow and burst into particles.

This was not the imitation justice she had fought before.

Evil’s attacks could not even reach true good.

“Wha-?”

“You are the strongest when it comes to simple destructive force, but that also means you only have one card in your deck.”

They did not brag.

Others might bow before the Level 5s, but as another Level 5, the #6 was not cowed.

“You have no surprising tricks or clever applications. So once someone breaks free of the initial fear, they only need to learn that one attack. You are the most tedious of the Level 5s. Even the Railgun and Mental Out scare me more than you.”

“Kh.”

“Which is why you will be destroyed by betrayal from one of your own.”

That was a dangerous prophecy.

It had no basis, but when it came from the #6, it did bring some fear.

This time, Meltdowner directly struck the #6’s small shadow.

She broke through the mysterious defenses without actually understanding them.

The shadow spiraled around.

And that was it.

It vanished into thin air.

Mugino could tell the beam hadn’t actually burned through or destroyed anything.

There was no questioning it.

They were clearly better than her.

“I’ll fight back.”

So the loser howled alone in the darkness.

It didn’t matter what was awaiting her.

It didn’t matter what the #6 – the Dark Side’s Bane – was after.

It didn’t matter what kind of cruel tracks Academy City had laid out for her.

“Railgun!? Mental Out!? Who gives a shit about those rankings and hierarchies!? Maybe it means turning my back on the changing times and going down in history as an irredeemable villain! But I’m Meltdowner, one of Academy City’s seven Level 5s! Whatever you might try, Item will use our own power to protect our hoooooooooome!!!”

Her statement was entirely meaningless.

Quantum theory said an individual human’s observations could influence microscopic physics and the macroscopic world was composed of such things.

Academy City could freely wield that theory, but the result here had already been determined.

No. 6 flat out saying Mugino’s in the wrong series as a one-trick pony.

In Toaru, resourcefulness and creative use of one’s abilities, even if their crappy powers or having no powers at all > power levels

Just last volume, a Level 1 had Mugino dead to rights in a direct fight through nothing more than a creative application of their powers that weren’t even meant for combat to the point where they could toy with her and end the fight at any moment.
 


Another scene pretty funny to re-contextualize after learning more of the story

Namely Mugino showing surprising restraint and even trying to defuse the argument between Kuroko and Frenda

And that’s after Kuroko calls Mugino a hag (in Japanese) and insists Misaka would beat her in a fight which we know is a sore spot for Mugino

After the latest volume, you can interpret this as Mugino doing so because it’s not worth getting on Judgment’s bad side from harming one of their own.

Awaki, Mitsuari, Tsurigane, and every other opponent whose made an attempt at Kuroko’s life should consider themselves lucky to have never succeeded from her being such a tough girl to put down

My thoughts exactly. Really looks like Haimura’s older, more washed out look with minimal outlines.
 


Document of Constantine and Acqua of the Back were really setting her up to be a regular in this series and even the third main girl after Misaka and Index

I don’t know what happened, maybe an editor just didn’t like her for whatever reason, but she just got tossed to the side by New Testament and besides that one Amakusa side story, has yet to do anything else.

Don’t think a comeback can happen now that Shokuhou and Othinus have since usurped her

Accelerator, thanks to his ability has 11-D calculations, should be able to deal with the powers of Kamino and the cube, but could Fiamma's Holy Right?

HR supposed to be a league above, not only in raw power but also in defense, and Fiamma speculates that his HR could handle Curtana.
 
They never interacted, but logically Fiamma should get by Accelerator’s Reflection the same way Curtana could
 
The Holy Right shouldn't work on current Accelerator imo

narratively it's only an instant conceptual win against those in human territory. anyone above a certain tier is just above it (or they have counters)
