the reason being people have been arguing about finite vs infinite universes when what I think is most important is the distinction should be between destroying the matter WITHIN a universe vs destroying TIME ITSELF
a finite space-time is absurd, unless the universe in question is on a timer to destroy itself after like a trillion years, our real world universe doesn't have a finite amount of time. space-time itself is infinite the universe is constantly expanding, unless the big rip or the big crunch happens time will just go on forever, time is infinite at least how we know it to function in our universe
so low universal would be destroying all matter in the known universe
universal + is destroying all matter in an infinite universe (infinite matter in an infinitely sized universe) or destroying space-time (time itself is without end, or maybe even without beginning)

It's up to interpretation but Vector does say "within the confines of the Allspark" so I am assuming it means the Astral Plane is within it or tied to it on some level

So even though it’s just one statement it’s still valid for scaling the singularity characters as a whole.
