Now when you say first arc? Do you mean the original Elric Saga, The Making of a Sorcerer, or the first book? The original short story?
The Making of a Sorcerer would be the earliest, but even then, his dream quests were changing the whole multiverse. He does not however have full control over them at that point. What power he gains in dream quests, he can use anywhere, but he loses Stormbringer after getting it prematurely due to said dream quest. As the dream quest changes the past, and seals away Stormbringer. Of course, with the aid of one of the elemental lords. Who Elric contacted in said dream quest.

just curious are all the comics canon to Elric or just the ones written by Moorcock? I know he highly praised the Titan comics Ruby Throne retelling of the first book but no clue if he actually canonized it
The Balance Lost and Michael Moorcock's Multiverse are canon, for sure.
