I realize there already is a fairly accurate list floating around here somewhere, but I figured I'd organize it like Alpha did in his KH blog; ergo, tiers will be established via stats and to whom they apply, rather than just the conventional tiering.
Chaos tier (Universal, speed unknown)
S+ tier (Planet level, Mach 18,500+)
S tier (Planetoid level, Mach 18,500)
A tier (City-Island level, Mach 3400)
B tier (City-Island level, At least hypersonic+ w/ Mach 3400 reactions)
C tier (Town level, Supersonic+)
D tier (At least building level, Supersonic)
E tier (At least wall level, Supersonic)
F tier (Chuck Norris wannabe level+, the speed of Goat-Fu)
Of course, this doesn't really take into account stuff like hax and skill and whatnot, but whatever.
And I didn't list everyone, 'cause that would take all day, but this is pretty much everyone who really matters right now.
