No he doesn’t, hence why I said he is pretty much normal, his stamina is appropriate for someone of his age and it doesn’t take to exhaust him or knock him out.
Touma is anime BS level normal( super human ) with BS endurance. Shirou is pretty much normal, and even at his highest pick in each route, he has about 5 or 2 min going all out before collapsing from exhaustion + magical energy depletion.
The 2 of them are not similar at all and are not equal in the slightest, one is a small piece of rock while the other is Mount Everest
I can see this going one of two ways.
#1: Archer quickly traces a weapon and faces Tatsumi head on, and promptly gets folded due to Tatsumi's significant strength advantage.
#2: Archer tries to get some distance between them to trace something big/use his bow/ activate UBW. Tatsumi is too quick and his senses too sharp to lose him with only 50 meters distance, he catches and folds Archer in short order.
It's possible for Archer to win, but unlikely in these conditions.

Normal is not losing an entire arm and treating it like it's nothing major, Normal is getting an enormous Nail going through your hand and worrying if someone else was hurt.
Normal is not literally getting split in half by Heracles and barely even acknowledging the pain. Normal is not being reduced to a virtual walking corpse to your future self and still being alive at the end of the day to fight again like 2-3 minutes later.
Normal is not literally being pummeled to bits, losing bits and pieces of your own memory and self and fucking dying on multiple levels and literally powering through it to save a loved one.

There is a big difference, being able to spend subjective years thinking about something allows for much more well thought out actions by comparison. This very fast perception time is part of how they will definitly come up with the counter. They have essentially multiple years to think of it before Accelerator can even think to start saying word.
