I think you're just lacking in nuance here - your assumption relies on a team collectively deciding that roletrack is ok both for mechanical and consistency reasons. It's possible, but if he's teamed with anyone competent I find it less likely.
This combined with your mostly singular insistence on Orca for like 2 days is making me shrug my shoulders a bit. I basically see you able to farm his behavior as scum here to the exact degree you have been.
