The thing with flower is she cleared her activity levels if she was scum. She could be sk and that's about it(as previously mentioned the governor shot if real also doesn't mesh well with a team that already had an execute).

When are you going to play the game of Mafia properly
i mean if i was scum id have tried a lot harder due to obligation.
The Tier 1s were mostly scum as in Ratchet, Gram and Ultra was Indie. Poyser got executed and CP was inactive for most of the game after D2 or so.
