If they have not used a shot I could see why it would fail. Can’t refill a milk bag (blood bag) that hasn’t been opened yet. Don’t see how that is an annoying restriction.

If you're gonna cause roles to out themselves over a measly refill it's probably not worth the trade off.

What if, and that’s a big if, but what if the doc is already dead and your told is to refill mafia and not town?
It's a shit idea anyway as mafia has other ways of dealing with outted roles
Everyone should just ignore him. Treat him as outted scum and move on
