Which merely means his MOVEMENT speed is relatively low among Captains. It says nothing for his attack speed, which straight up BLITZED Luppi by these guys standards, it's a wonder they don't talk about that. OR his reaction speed, which can deal with Harribel. Seriously. Marvel is especially bad when it comes to this because it wants to have it's cake and eat it too. I.e., Thor can fly around the universe at superluminal velocity and not overshoot his destination by several AU or face plant directly into the planet, as well as throw his hammer at multiple times the speed of light, as well as blitz quicksilver when his lightning failed to tag, as well as be tagged and even caught off guard by wolverine's speed. Or really any street leveler when an author wants to call Cap faster than Thor. Or have Spider-Man dance around him. And then one issue later have him fight toe to toe with Gladiator, Mr "I can blitz heimdall from outside of his visual range in the time it takes him to blink"...
But Wolverine is just too swift for him to keep up somehow. Okay marvel. No. They just want the street levelers to not be statued by the big guns flying around the universe at FTL speeds. DC does this too, but Marvel in particular loves to depict everyone fighting at basically the same speed with minor differences like, all the Goddamn time.

On another note, the concept of "low-ends" and "high-ends" is just fallacious idea perpetued by SB so they can justify their downplay instead of just accepting where these character's consistently stand. Which in most cases, is far stronger than they'd be comfortable with.
