If you are using your power to make yourself float, it should be pretty apparent that it would very much count... and last I checked, Gilgamesh cannot fly in the massive ether fields in the Babylonia Singularity but Enkidu can and so can Kingu and he moved faster than Enkidu could.
How does that not correlate into power?
The Noble Phantasm itself doesn't have a different strength, if anything Kingu's in Babylonia should be stronger. What I'm saying is that we never saw Kingu use that level of power with AoG.
Because again, just like how Gil can choose to use dozens, hundreds or thousands of weapons, as well as low ranking, third-rate or high-ranking, first rate weapons, so can Enkidu do it with AoG.
Uh, Age of Babylon literally does that exact deal, why would it be different despite working the same way and Kingu having Enkidu's body, aka, the same hardware?

So how can Kingu's be different again?! Outside of him not firing them off like GoB and rather go hand to hand, that's not acting like Kingu cannot do it or that somehow that invalidates his battle with Quetzalcoatl or her standing.
This is now you claiming that Goetia needs to use his magical energy to increase his durability, implying it isn't something inherent to him. So on what grounds would the Bel-Lahmu scale to anything on magical energy value alone when we also don't know if they're using it for your so called defense increase.
1. Goetia didn't need to enhance his defenses because he's in the Temple of Time and will always regenerate. Notice how the second he loses the Temple of Time, he suddenly doesn't get cut by anyone but Ritsuka going full Doom Slayer with Mash's Shield and that's while he's breaking down.
2. Considering Ishtar was getting her ass kicked by those Bel Lahmu? How exactly do they not scale in terms of durability? When Quetzalcoatl can kick one with the intent to defeat/kill one and it can still move around and attack and that's just a basic Lahmu? I feel like you should re-watch Fate/Babylonia because I haven't even watched the series yet and I can still recall that yes, even basic Lahmus are durable monsters and Bel-Lahmu even moreso
