Sure, Gilgamesh is supposed to win more often than not with a clearer head, but Shirou and EMIYA are still characters that have stats that function in the realm of "I can play this game with you and kill you if given the chance"

(Also, worth noting that we've seen Sentry's reality-warping powers work just fine on intangible targets such as Ghost, to the point that he can physically grab her while phasing and prevent her from phasing, so the Infinity barrier being intangible doesn't preclude him from selecting or ignoring it.)

I have no strong opinion for or against the Raikage actually being able to do that, but your argument has a flaw. The Raikage is not necessaries going to open the fight by trying to blitz right away, nor is it certain that he will even make the first move.
For example in the fight against Sasuke (where he was very much bloodlusted) he starts the fight by announcing himself, then he stands in place and let's Sasuke come to him. He doesn't even respond to Sasuke's attack, instead leaving it up to Darui to block and then counter Sasuke's charge with a water wall followed by lightning stream combination ninjutsu.
The point is, if the Raikage is part of a team it's perfectly in character for him to decide that the optimal way to fight is to wait for his allies to attack and then take advantage of the openings they create instead of going straight for the blitz. He might even hold himself back to coordinate his attacks with his allies instead of recklessly rushing in at full speed from the start.
Normally this would be eminently sensible and good tactics. Even if the Raikage is fast enough to blitz most people there's still a possibility that his enemy will be able to react to his speed and counter with something that can threaten him. Holding back and getting his opponents measure (and making use of his allies) instead of just mindlessly rushing in like a Leeroy Jenkins is smart of him.
Or it would be normally. Macht and his absolutely disgustingly bullshit gold transmutation spell with its speed of thought, no saving throw, absolute durability/defense negating nonsense is something that really needs maximum effort one-hit-kill attempts right from the start to counter.
Without knowledge and in-character I think it's more likely that the Raikage will try to assess his enemies before going for a blitz, and even if he goes for a blitz he won't necessarily know that Macht needs to be killed, which basically makes it a dive roll if he picks the right target.
