To be fair, the SSJ4 vs. SSJB debate tends to have SSJ4 be superior to base SSJB in practically every single time it has happened from Xenoverse to FighterZ to SDBH.
So in truth, you can make a very obvious case that Gogeta destroys Cabba if you go with that as usually it includes ToP versions too.

i don´t know why some idiots scale Cabba >= First God Goku , he at best is in the ssj2 territory.
It's primarily because the Anime and Movies introduced Saiyan Beyond God:

dragonball.fandom.com Aka, SSJG's original power being so incorporated into the Saiyan, they are basically at that level consistently at Base.
This alone basically caused ALOT of problems when it came to the scaling of characters like Cabba and if SSJG as a form exists at all afterwards for years... until we saw it can in ToP.
This makes even more issues when in the DBS Manga, this form explicitly doesn't exist... but there is still alot of issues with the scaling because Toyotaro invented a fuckton of issues that never existed previously. This is why people tend to see DBS as being a headache until people remember the Manga is only a supplementary and still isn't the primary canon even now.

When it comes to DB products, there actually is a (very) loose hierarchy when it comes to Saiyan forms. Blue and SSJ4 are comparable (used to be that SSJ4 and God were peers but the former had to get bumped up when Blue became a thing), SSJ4 Limit Breaker is on the same ballpark as UI Omen, and UI is a tier above. Vegetto/Gogeta Fusions then stand above that, at least most of the time.
General consensus is the following: Goku when he lost his SSG form against Beerus didn’t lose any notable power as a Super Saiyan since he was still able to absorb all the God Ki of that form into himself
That with further training means his Base and various Super Saiyan states are about as strong as Super Saiyan God when he fought Beerus
And his Super Saiyan God form afterwards in turn is stronger, hence Cabba whose an even match for Post God Ki training Vegeta in matching states, should get scaling to at the very least Super Saiyan Goku Post-SSG
