Yes they generally are.
The advantage Bleach characters have though is most of them use swords or some variety of cutting or piercing weapon allowing them to punch a little bit above their weight class. There's a reason why someone being able to catch or tank those attacks with their bare hands/skin is treated like such a huge deal when it does happen.

Vollstanding Uryu was on par with Ichigo for the whole fight, of course he can't just straight up tank an arrow from him. Not sure why you're highlighting the size of it when it was larger than the arrows surrounding him in Vollstanding which were already giving Ichigo trouble.

He never threatened shit, Ichigo casually dodged that and later Uryu's base arrows could barely pierce him at all.

Ichigo was completely bored the entire fight and the only time he showed any concern at all was when he yelling at HER to dodge HIS attack, because he was afraid it would kill her (which it would have done if she hadn't mitigated it with her own attack slightly).
Matter of fact, Ichigo easily broke Kirinji’s hand without zangetsu as well.
