It honestly doesn't even matter as the anime gets the same point across, the manga just explains it more but it still ultimately hits the same:
The Hanged Man comes out BEFORE Polnareff even starts with Silver Chariot attacking and Polnareff literally is able to see The Hanged Man move.

There should be zero debating about the speed of The Hanged Man or Polnareff being able to see, react and attack him twice but as Spacebattles has some extremely freakish hatred against anything that can move as fast as Lightning or Light(Seriously, it's fucking childish they really hate that for some reason despite those 2 are the least that gets assfucked in fiction), there has to be either some underlying reason or it's an outlier otherwise.

It’s pretty wild how badly Cell’s physical strength is being downplayed in a thread where nearly everyone unanimously agrees he sweeps anyways

Not really no. Again, we have had Beasts be minimum Solar System level for awhile and Meltryllis going at full blast with Virgin Palladion was able to stab Beast III Kiara straight through her heart(While Kiara was weakened, she wasn't dead at that point and Beasts are still insanely strong even then) and it's never been like Meltryllis is ever stated to be weak considering she's still a Composite Divinity like the rest of the Sakura 5.

Super Perfect Cell IS needed as I haven't gotten into shit like her Melt Virus which can and has affected people on Cell's level and literally empowers her in every degree to the point absorbing enough people literally made her invincible and OP to all but BB herself(By being level 999 and having to be weakened by a virus to be forced back to "level 1").
None of that is lies nor hyperbole.

Cool, and even Imperfect Cell is above Frieza who blew up a chunk of the galaxy with Namek’s explosion caused by his Death Ball

Dude, why would anyone in SB take our designations and use them as such when they never used any differences in DB's anime vs. it's manga like we do?
The irony is that I'm not even fighting you on this or saying that Meltryllis curbstomps DBZ, I'm stating she has the means to defeat Perfect Cell and loses to Super Perfect Cell not including TOEILand. No need to be defensive over me correcting you.
