It primarily depends on the fact of what you mean?
For instance, AFO can kill Arabia Fats if he can tell how Arabia Fats work but on the other hand, he has no answer for The Sun in any capacity nor would he against The Anubis with a Master Swordsman behind the wheel.
Neither Stands were anything worth mentioning.

they think because of Polnareff not being able to keep up with it, that he has Chariot essentially hold his sword in the middle of the trajectory
what is actually drawn is Polnareff creates a trajectory by blinding someone but Chariot itself still outspeeds and cuts down Hanged Man while it’s moving and, more importantly, after Polnareff creates the opening by limiting it to one path. Chariot still had to be blatantly faster to do it the way Araki drew it.

also if you think about it, polnareff still had to be fast enough to send Chariot out between the time the guy’s eyes close and a literal beam of light moving to a coin so you can’t downplay him to peak human reaction speeds either even if his Stand is obviously faster
