Yup. Plus even If you gave Rick the Omega Weapon you'd pretty much have to give The Doctor, The Glory, by that logic (since while The Doctor isn't the owner of The Glory him and The Master both battled each other using its power).

Though The Glory isn't even needed. Just absorbing the Time Vortex should let him no-sell it.

In some ways I think the Time Vortex is The Doctor's best wincon since even though The Moment might be more powerful, it doesn't really provide him any defense before he can use it whereas with the Time Vortex absorbed The Doctor is pretty much a god of time so his defense and hax resistances should be just as insane as his reality warping offense.

Yeah, pretty much.

Though even if DB for some reason neglected to include that comic in their research, feats and statements about it in the actual show itself are actually just as impressive.



It being in the Heart of the Tardis means The Doctor can access it at any time he's within the Tardis which he can summon/materialize right on top of him with the Tardis Key.
 
TV Doctor still has nanosecond reactions, still could outsword Robin Hood with a spoon, still has thousands of years of experience, still has the De-Mat Gun, The Moment, etc.
