Because he could be the bomber people flavor wise, though not sure if they fit with the NCR since they are anti everyone. But With Psychic flipping hostile and Mr House being likely a neutral Indie I dont see room for another neutral or hostile so Im conflicted about his placement.
But Irc there was a scenario where Caesar would take over the place and bomb the NCR so it can indeed be scum.
