he becomes the popularly elected leader of Cybertron, and he even says that no matter what he does he can't be worse than Nova Prime who tried to colonize the entire galaxy (and almost got the entire universe destroyed 3 times) or Megatron/Optimus who plunged them into 4 million years of war

he only gives up the position when he has a crisis of morality and voluntarily recites every war crime he ever committed to the public and turns himself in
