You could honestly argue more that Champa was more so the main antagonist of that arc, especially given that after their fight, Hit did the bro move after Goku threw in the towel, by joining him in the 'fuck our GODs squabble brigade', by having himself get ring-outed by Monaka. Something that pissed off Champa something fierce, and had him wanting to destroy his entire team, up until Zeno showed up.

And even then, they could have just ran out of placements to put a Beerus statue and just went with enemies from later arcs
