Youre half correct he was distracted because someone threw a lightsaber at him and he used his own to swat it away which is where the jedi takes his chance. Having said that we can see that the lightning is very linear even before he locks his weapons with it, there would have been nothing stopping him from doing the same thing he just did but then parrying the saber instead of standing there and watching his opponent slowly raise his weapon. That said, the point was just to show they've done similar manuevers in the franchise alreadyFrom what I see that clip is edited since right before the dude with the Green Lightsaber turns his off we see the old guy had turned his head from another direction so what happened is he was distracted and that gave the Jedi enough time to move just enough out of the way that he could turn off his Lightsaber with the old guy still pointing his lightning out of the way for him to do that without getting zapped. Otherwise he would not have been able to do that on his own without getting hit.
