Apparently people are thinking Nepheli might be connected to that quest with Kenneth Haight, meaning it might be possible to install her as an actual ruler of Limgrave.

Nothing confirmed but both quests are currently unfinished and Nepheli is the descendant of the first Elden Lord, so it could fit
