That quote specifically says that the issue is not being able to negate it, but being able to react in time.

To reiterate, Touma was literally just using his built-up experience to be capable of reacting to Gungnir's overwhelming speed. That's it.
 
And we know Imagine Breaker’s powers become more effective the further removed from reality the opponent is like a straight up reality warper like Othinus and even then it took countless lifetimes worth of experience

Since Touma went from not being able to do anything to just her passive reality warping and even IT being crushed by her to stopping her most power attack with effort

It's not a literal buff in terms of its "negation potency". Imagine Breaker is effective on stuff that is supernatural and isn't effective on things that aren't.

The only things we know canonically get stronger over time in his arsenal are the IT and Touma's "experience"/utilizing his own inherent power and capabilities.

Not what Imagine Breaker can negate or not.
