The Index manga threw a slight retcon in regards to Frenda.
Index manga made it so Gokusai used her ability to get the information out of Frenda about her team’s hideout rather than her spilling the beans herself to save her own hide once she was captured
Personally, I didn’t think it was necessary to make Frenda an outright victim of this based on how Railgun and now the ITEM spin-off establish her character.
Morally conflicted: someone who was able to make friendships with others but those bonds only ran so deep since she valued her own life more than anything
Misaka threatening to end her life was all it took for Frenda to sell out her friends (had her tongue not been numbed by an earlier shock from her) and later on, she at least contemplated using Saten as a decoy or abandoning her to get the sniper Yumiya Rakko off her tail.
Throw that in with her being a sadist that enjoyed and made a game taking the lives of people she was assigned to kill and this was all her own actions and karma finally catching up to her, so there was no need to make her a victim

That bullet was probably going at hypersonic speeds, the distance is quite high, the question would be to measure the time frame with the panels.

They may adapt both arcs and already know how it will end in the manga or they may invent an original arc as happened with the first two seasons.Something I’m wondering about: There’s only one completed arc for the Railgun manga to adapt which is Jailbreaker with the Tokiwadai flashback arc still ongoing
Has me wondering if their going to go back to the usual set up as the first two seasons: First half will be adapting manga material while the second half is an anime-exclusive filler arc both treated as canon and part of the timeline and made to tie up whatever loose ends there are from the first half and provide closure for certain characters whose fates were uncertain in the manga
