I think Tomura is too much for the team (due to his speed), but if they can keep Prof X alive long enough he could shut him down I think.
I think the professor would have difficulty shutting down Shigaraki by himself due to how fragmented Shigaraki's mind is and how many souls/minds are contained in his being. The professor had this same issue against Sabertooth when trying to pry into his mind. So even going all out, it would take him a while to break Shigaraki. Similarly, Jean had an issue trying to peer into Juggernaut's mind and needed Cerebro to change Juggernaut's memories.
Though, Jean and Professor working together might be able to hide the tomura portion of himself from the other part of his mind as they did against the Phoenix. They'd still have to contend with his physical capabilities before that. Psychic shenanigans are rarely instant in this version of X-Men.
I liked that the animated X-Men show had copious amounts of psychic, telepathy, illusion, & mind control feats but heavily showed the limits of all of it and didn't easily make it an I win button. Even the professor breaking Magneto's mind only happened so well because the Professor knew Magneto very well.
