All I’m going to say is Mugino is the Level 5 with the worst track record. Losing 3 times to Hamazura alone is bad and than in Railgun, she loses to an exhausted Misaka even with help from the rest of ITEM. So she has no reason to complain about Misaka being ranked higher than her after that.

2. Sasuke can move as fast as Rock Lee and we have seen how fast Rock Lee can move:
The only time we ever see Adam move even remotely this fast is in Volume 6... which is just the "afterimage following slowly after the character" deal and not what we see here in terms of actual speed.
So we are going to pretend that Sasuke, even in Part 1, is too slow to make complex and quick thinking decisions?
And last time I checked, Chidori > Adam's Sword considering Yang and Blake, nowhere near even Part 1 Sasuke's best, was able to break his Sword and deal with his strongest attack.

I really do like when people who never seen Fate before or know of Fate try and pretend they got Fate debaters in checkmate when they say this shit. It's like going around and being like "Materia in FF7 isn't based on real shit or else Summons wouldn't exist, checkmate ***got!" when the story tells you the exact opposite.
Magecraft is based on phenomena that has occurred, that's precisely why Lightning Mages aren't so damn rare and practically anyone can do it and why Teleportation was ultimately not followed anymore(Because everyone had a counter for it to the point it was useless to bother vs. entirely different methods like flight or portals)
It's Noble Phantasms which don't follow the Laws of Physics perfectly(Which is obvious the instant you see shit just disintegrate, Fire work underwater and a single Arrow can carry an entire Platform without immediately crashing to the ground).

She was also able to fistfight and wind 30% Izuku with her rifle arm by making it shoot out (at seemingly supersonic velocities), making her probably physically stronger than Jack when it comes to that. She's also fast enough that, after firing a super bullet at Overhaul, she could turn and fire at Izuku while the other bullet was still traveling. Making her reactions, inherently, super-fast if her other feats didn't make it obvious.
If Jack takes lethal damage, that means Nagant headshot her, or set her up in a way that Nagant can finish the job. Course, Jack doesn't have much of an answer to Nagant being able to just fly away and shoot her from a couple kilometers in the sky. Even if Jack ambushed her, she has good enough reactions due to the Izuku fight that she could likely escape. Which at that point Jack specifically is screwed.
The actual threat on this assassin team is Li Shuwen who has some stupid nonsense when it comes to his martial arts.
