That's because alot of series uses the name Tiamat for alot of shit... hilariously, very few actually USES Tiamat properly and tends to just have it be the name of a powerful Dragon rather than anything close to the Primordial Goddess of Life/Water/Chaos she's supposed to be... who looks like a Dragon.
Only SMT, SMITE, FGO and maybe D&D have her anything close to her actual mythological counterpart.
Most forms of multiverse scaling for the two comes from an incredibly flawed place... mainly using the Moon Cell and timelines as a basis for it.

Research Time: They are primarily getting it from Fate/Extella, but in typical SB fashion, they completely ignored the entire thing of what they are talking about.
The Universe very, very much exists outside of Human Awareness/Perception(That's how the Ultimate Ones/Velber/Outer Gods didn't just spontaneously come out of nowhere), it's just that Human Awareness/Perception itself hasn't spread enough that Humanity's Reality has basically reached the entire Universe, just the Moon recently and soon the Solar System:

They want to say that to dismiss Nasu Earth being more powerful than normal Earth, they misunderstand why people say that Earth can have infinite timelines(Well technically far more than just Earth but let's get past that) and try and inflate it with Universes to dismiss the entire talk... except again Fate Extella already states that it's very true and even goes PAST Earth(but more of it's surroundings so it's obviously still stuck on Human Perception/Awareness) in how far the Parallel Universes go
P.S. Yeah, I found where Rey stated that the Earth also governs the Moon Cell and what happens there so yeah, another snipe to the bullshit Multiversal Moon Cell crap.
The closest thing you can say is that Archimedes being able to use the Admin Privileges to leap across parallel worlds is only done because the Moon Cell should be equally connected to the Earth.
