Being 800 Meters and being virtually a few meters apart is no difference between Uzi shots and Shotgun pellets because as @Paxton stated, you would still need to be fast enough to catch each individual pellet and bullet to a far greater speed than just catching one bullet because... there are multiple bullets and pellets being fired at you at once...

Because the whole "assume the bullet takes 1 second to reach Hansa" argument requires him to be hundreds of meters away, which he very blatantly isn't (the effective range of SMGs cap at double digit meters).

Of course, if both AFO and Shigaraki appear, I think Shigaraki is more likely to just go to kill All for One than he is to nuke the city immediately, since All for One would likely try and take over his body again. In that case it becomes which of the two can win the war while also trying to sabotage each other.
When it comes to the Master-servant 'pairings' here, Nameless Assassin would fucking hate All for One (so nothing different from Jester), and Jack and Shigaraki would probably get along decently well even with Shigaraki's destructive impulses.
Presuming AFO and Shiggy work together, as I said, the best course of action is to just nuke Snowfield with Decay to essentially remove everyone from the board, but that still leaves Gilgamesh and Enkidu to deal with, which is a pretty hard bargain to drive no matter how strong Shigaraki is at this point or the Zabaniya's/quirks available to Nameless and AFO.
Again, this is dependent on when the Gil and Enkidu fight happens, and if Ishtar is already present or not, as well as who is summoned when, but Decay ==> Wipe out Snowfield and the surrounding State ==> ??? ==> Profit is probably Shigaraki's best method for victory here since it stops Alcides from going plot mode, but it also means Gilgamesh and Enkidu are around and Enkidu would probably be pissed at the massive devastation of nature.
Shigaraki could probably deal with Alcides before he juices himself on pure plot but after Gil goes down, but at that point Ishtar is around meaning she can just shit out Gugalanna to flatten him even harder than Gil or Enkidu, so its hard to say.
