You could make the argument for either 23rd Budokai Goku or Acqua taking it alone.
Roughly similar stats to released Boros (if not greater) but having better arsenals as well.

1. Baki characters aren't as strong as shown. Yujiro didn't stop an earthquake because there wasn't enough collateral damage from the punch. Or, he punched the ground and was lucky that the earthquake stopped.
2. (A favorite of Fate's fans) Servants aren't fast because Musashi needed help against Dioscuri. And the lab lasers Mash blocked in the Babylonia prequel aren't lasers, but slow energy blasts, because they, and get this, aren't labeled as lasers.
We need people in fiction to put warning labels on things. "WARNING: ACTUAL LASER TURRET"

(My point isn't that the Foreigner Servants are weak, they aren't and the story goes into lengths that even Chaldeas Abigail is hilariously strong the second she even begins to understand how her powers work by Summer 5, it's the fact that there is no obvious lack of tact at all when it comes to this.)

Gorgon is a huge sink because she literally cannot die without having something to render her so and no one in the SS has that ability so they can't get past Round 5 either.
EDIT: And they fully believe Pre-TYBW SS can tear through Albion, Barghest, Ashiya Douman hooked up to a Tree of Emptiness and ONLY have issues with Oberon Vortigern and ORT, if even the former

Well technically they are still part of the Soul Society, they just don't actually help unless a valid threat turns up 'cause guarding the rest is the Gotei 13's job.
