The point is that Cybele can affect people who would otherwise resist petrification because it has enough oomph to it. A weaker characters petrification ability would not be able to affect Merlin or Saber Alter.

It's questionable if Soi-Fon's shikai ability even hit Aizen to begin with, and at no other point does a character resist an ability because they have superior reiatsu (if this were some general known rule Soi-Fon wouldn't have been like "wtf, that's impossible" in response to Aizen's statement)
It would've been real convenient for this to be true when Ichigo got floored by Askin's Deathdealing.. or when Yhwach got affected by Kyokasuigetsu.. or when Yhwach got affected by Book of the End..
