I remember a time in the OBD when both Tenchi Muyo still used to be the single strongest anime/manga verse of all time due to Kami Tenchi.
However, that was way over a decade ago.
Now, I think Slayers/LoN is much more closer to that title than them nowadays. Oh well, Kami Tenchi may still be one of the strongest anime characters out there, but frankly I always thought he was kinda overrated in retrospect.

Anyways I'm going with Lord of Nightmares (with the highest and most charitable interpretation you can give to her scaling and then some) and characters from Umineko and other top-tier Japanese visual novels or The Law of Identity from Ichiban Ushiro no Daimaou as the best possible candidates we have at the moment to try and answer the question myself.

dslayer is a clone of davoth, after he went into the divinity machine, and became imbued with his power
because of that after he destroyed davoth, the davoth that got overpowered, was implied to be semi nerfed, and after that, dooms went into a comatose state, since all his power came from davoth
in other words, at least universal+ ds is the most minimum version, with him beating semi nerfed davoth, if we go by that, if we agree with davoth being at his peak, multiversal dooms, you get the meaning, either way
even on dark ages, even in his intro of the nu game, when dooms fell on the bfield, he dropped like a mini meteor, literally parted a cloud, as a side effect (low city levels at most minimum), as they dropped him down to the ground, and he was unscathed
now, when he uses his weapons, he scales much higher, when he uses his atlan mecha, its literally dooms's lifeforce/energy connected to the atlan mecha, so, whatever power/charging the mecha unleashes, it aint of its own power, it's because of doomgai's inner force/energy, that power ups the mecha, and does, those feats
in other words, in a way, doomgai becomes about mountain sized and fights monsters of that tier and even stronger, more impressive cloud parting feats = some degree of country levels, from other monsters have been done, including beating lol cosmic cthulhu lookalikes, several times they fought in this game, and the final boss fight is even crazier
