[Void] Shiki Ryougi is not The Root and it's based on her talking about herself like she is when she's not even the only person close to The Root like she is(Manaka is the other one) and we clearly know that she has limits as she herself has stated on a number of occasions as well as Nasu himself has stated.
I do love when they say that [Void] is weaker as a Servant when she explicitly ISN'T because it's all but stated the reason Fujino is even a Servant(let alone Counter Force Guardian) is due to Void and she explicitly states Beasts are beyond her... which is the exact same reason why Manaka wanted to become a Beast(or summon one) as her powers have limits due to Nasuverse Earth's pre-cautions stopping her.
The Root being Multiversal or whatever is obvious because it's the Akashic Records, the fact they take it from the MOON CELL is just retarded though considering it's only pulling it's main info from the EARTH, which would be no different than Tri-Hermes. Simple things and VSB can't(or most likely refuse) to understand.
The irony of it all is looking at the history of the character vs. [Void], Hakuno Kishinami as the Master of The Moon Cell and has direct control over it would be stronger than [Void].
