I Googled a bit and it's like the opposite of Fairy Law, so maybe it damages everyone the user considers an enemy?

OR it's just a janitor kill

Yeah I googled this also when I saw it, it isnt faction kill thats for sure, its most likely another kill
 
And I didn't forget Psychic wanting to devour me last minute, clearly wanting it not to go to waste.
